A special business meeting of November 30,
2009 of the Northampton Township Board of Supervisors was called to order at 8:35 a.m.

The pledge of Allegiance to the flag was
led Chairman Vincent Deon.
Moment of
Silence Chairman Deon held a moment of silence in support of our
troops and other emergency service responders.
Consider Adoption of 2010
Preliminary Budget - Mr. Komelasky deferred to Mr. Pellegrino for
a brief overview of the budget. Mr. Pellegrino reviewed the budget highlighting certain points of significance. Mr.
Komelasky noted this budget includes a 1 mill increase. Mr. Komelasky called for public comment; hearing none. Mr.
Komelasky called for Board Comment; Mr. Komelasky explained the need for the special meeting and the requirements for
advertising of the budget and to have the budget approved by the end of the year. Dr. Friedman noted this is a very
conservative budget, would to see more paving, mow less basins, and would like to work on the sidewalk plan.
Discussion ensued on paving projects. A motion (Komelasky-Friedman) to to adopt the 2010 preliminary budget, and this
preliminary budget will be on display at the Township Building for 20 days for public inspection and will also be
available via the Township Website. Motion Passed 3-0.
Accounts
Payable - Mr. Deon authorize payment to Rudolph, Pizzo &
Clarke in the amount of $5,029.97 and $1846.77 payable to Video Gold. Discussion ensued regarding professional
services. A motion (Komelasky-Friedman)to authorize payment to Rudolph, Pizzo & Clarke and Video
Gold in the amount of $6,876.74. Motion Passed 3-0.
Resolution Authorizing Act 537
Planning Module - 744 Newtown Richboro Road - Mr. Komelasky
explained the Sewage Facilities Planning Module as submitted by Thomas L. Applebach of DelVal Soil &
Environmental Consultants. The planning module has ben reviewed by the Township Planning Commission, Bucks County
Health Department and the Bucks County Planning Commission. Mr. Komelasky noted this resolution was originally
discussed at the Board of Supervisors meeting on November 25, 2009. When this was brought to vote at that meeting the
vote was 2-2 with Rothermel and Cunningham voting nay. Mr. Komelasky has since spoken to Tom Zeuner, Executive
Director of the Municipal Authority and was assured there are not any public sewer systems within range to connect to
the nearest public line is over 1000 feet away.
Mr. Komelasky called for public comment;
hearing none.
Mr. Komelasky called for board comment; Mr.
Deon questioned the ramifications if you do not approve the resolution on the 537 plan. Mr. Pellegrino stated the
Township would be setting itself up for litigation. Dr. Friedman reaffirmed this can not be denied the public line is
just too far away. A motion (Komelasky-Friedman) that resolution R-09-19 be approved adopting and submitting to the
Department of Environmental Protection, for its approval, a planning module for a revision to the official plan of
Northampton Township for the property located at 744 Newtown-Richboro Road. Motion Passed
3-0.
